rules and/or 'standards' are agreements of a specific group in regards to
a specific matter - e.g. internet user or car drivers or what are the
laws of a country - groups function based on the amount of agreement
there is between the individuals which make up such a group. in an
anarchy there is no agreement and thus there is also no true advancement
in such a group. thus any rules/agreement/policy is better than no such
thing. with which I do not want to imply that rules and agreements can't
change over time, be modified or improved. At times, when my head hurts
from trying to grasp the latest technology, I WISH that our web languages
would also take 20 years to go from one version to the next evolutionary
step!.
