Bush lambastes Kim Jong-il as ¡®dangerous' 

     


      April 30, 2005 ¤Ñ At a White House press briefing, U.S. President George 
W. Bush renewed his administration's verbal assaults on North Korean leader Kim 
Jong-il, denouncing him as "a dangerous person" and "a tyrant."
      Mr. Bush also raised concerns about North Korea's ability to deliver 
nuclear weapons, adding that the U.S.-led missile defense system is being 
designed precisely to counter such capabilities. 
      "Kim Jong-il is a dangerous person," Mr. Bush told the reporters. "He's a 
man who starves his people. He's got huge concentration camps." 
      In recent months, Pyongyang has demanded that Washington end its 
hostility toward North Korea. 
      While emphasizing that ending the nuclear crisis through the six-nation 
talks is the best option, Mr. Bush did not rule out others, including referring 
the issue to the UN Security Council, or even military action. 
      Asked how long Washington will pursue the stalled talks on Pyongyang's 
nuclear program, Mr. Bush said the decision depends on achieving a consensus 
with Beijing, Seoul, Moscow and Tokyo. 
      "Condi [U.S. Secretary of State Condoleezza Rice], the other day, laid 
out a potential option of going to the United Nations Security Council," he 
said. "Obviously, that's going to require the parties agreeing. After all, some 
of the parties in the process have got the capacity to veto a UN Security 
Council resolution."
      Mr. Bush said the United States did not feel constrained in dealing with 
North Korea, though a significant portion of U.S. military power is 
concentrated in Iraq. 
      Mr. Bush raised issues on the North's capacity to deliver a nuclear 
weapon. "We don't know if he can or not, but I think it's best when you're 
dealing with a tyrant like Kim Jong-il to assume he can," Mr. Bush said. One 
reason for his administration's efforts to set up a missile defense system, he 
said, is that "perhaps Kim Jong-il has got the capacity to launch a weapon and 
wouldn't it be nice to be able to shoot it down." 
      Mr. Bush's statement followed testimony by Vice Admiral Lowell Jacoby, 
the Defense Intelligence Agency chief, who told a Senate panel Thursday that 
North Korea is capable of arming missiles with nuclear warheads. 
      Concerned that Mr. Bush's criticism might upset Pyongyang, Seoul 
officials sought to calm the situation. "Mr. Bush repeatedly stressed that a 
diplomatic resolution through the six-party talks is best," said Song Min-soon, 
South Korea's chief delegate to the six-party talks. 
      A Foreign Ministry official played down U.S. worries about North Korea's 
missile threat. "Concerns about North Korea's missile capacity have been raised 
for a long time," he said, adding that policymakers take into account the 
possibility of the most advanced capabilities in their assessments.
