Using the CLSID {054AAE20-4BEA-4347-8A35-64A533254A9D}, the LocalServer32 key has a default value that will point to the TabTip.exe. Running that will launch the onscreen keyboard.

I wonder if it is one of those things that just will not work with VFP probably because the API set used in its design wasn't the standard Windows one.
