BIN abandons construction of int'l intelligence school in Batam

The State Intelligence Agency (BIN) has said it is unable to complete the 
construction of its international school of intelligence in Batam.

BIN chairman Syamsir Siregar made the remarks Monday on the sidelines of the 
informal meeting between Indonesian President Susilo Bambang Yudhoyono and 
Australian Prime Minister John Howard. 

The construction of the school project on a 15-hectare plot of land was 
launched by former president Megawati Soekarnoputri on July 9, 2003, and was 
scheduled to be completed within 10 months. At that time A.M. Hendropriono was 
BIN's chairman. 

The school was intended to be managed jointly by BIN and the University of 
Indonesia, which was to assist in the design of the school's curriculum. 

"Managing only one school is already difficult for us, let alone being burdened 
with another one. Just leave the condition (of the building) as it is," Syamsir 
said, referring to the school's unfinished steel foundations. 

The abandoned school project is located near a junior high school in Nongsa 
district. 

Syamsir declined to discuss the reasons for BIN's inability to continue the 
construction of the school. When Megawati launched the construction of the 
building she said the funds for the project, including lecturers' wages and 
other operational costs, would be taken from the state budget, although the 
amount of money involved was not mentioned at the time. 

Syamsir also denied the involvement of the Central Intelligence Agency (CIA) in 
managing the school. 

"Who said there was any assistance from them (the CIA)? It is baseless. Just 
believe us." Syamsir said. 

The launch of the school's construction coincided with the opening of the State 
Intelligence Institute in Sentul, Bogor, West Java. The school in Batam was 
intended to produce intelligence experts with master's degree-level 
qualifications, while the one in Sentul provides students with bachelor's 
degrees.
