Report: Indonesia needs to address new terror trend

(CNN) -- A recent suicide bombing at a police station mosque in Indonesia is an 
example of a new shift in terror attacks there and this new style of attackers 
could become very dangerous if the country does not address the trend, the 
International Crisis Group says.

Attackers are now coming from very small independent groups instead of the 
larger established terror groups in Indonesia like Jamaat Tawhid Anshoru or 
Jemaah Islamiyah , the crisis group says in a new report released Tuesday.

"The emergence of these small groups undertaking jihad on their own highlights 
the urgent need for prevention programs -- which are virtually non-existent in 
Indonesia," said Sidney Jones, a senior adviser with the group. "The critical 
task is to identify vulnerable communities, starting with areas that have 
produced extremist groups in the recent past, and think through possible 
programs that might strengthen community resistance to extremist teaching."

Friday's suicide attack in a mosque that is inside a police station in the city 
of Cirebon, killed the bomber and wounded dozens others, police said.

The attack is similar to a spate of letter bomb attacks in Jakarta in March and 
other attacks in the last few years, the crisis group said.

The signature shared by these attacks is the fact that they were committed by 
small groups that may have links to Indonesia's larger terror groups but seemed 
to work independently.

Another trend is the fact that these groups preferred "targeted killings over 
indiscriminate bombings, local over foreign targets," the group said.

One of the reason for the shift could be an effective government crackdown that 
has led to many recent arrests of members of Jamaat Tawhid Anshoru or Jemaah 
Islamiyah, the crisis group said.

"Prevention strategies that go beyond law enforcement are critical," the report 
said.
