Sejak itu mulai dikenal istilah Lobby, dimana keputusan keputusan penting yang sulit di ambil diruang kerja menjadi lebih mudah di putus kan. Pada saat itu ini lobby lebih banyak berhubungan dengan Parlemen dan Eksekutif, belum sampai kepada banyak bidang yang tidak selalu berhubungan dengan Parlemen dan Eksekutif. Berbeda dengan Indonesia, Lobbyist bisa dibilang hanya dikenal antar Fraksi di Parlemen dan antara Departement dengan Parlemen, sehingga istilah lobby menjadi kurang menyebar baik bidang maupun ruang lingkupnya.
