Last Update: Saturday, May 20, 2006. 12:00pm (AEST) Rape accusations ... a survey has found up to 10 per cent of Indigenous men are sexually abused. (ABC TV) One in 10 Indigenous men raped, survey A survey of Indigenous men shows 10 per cent had been raped and a third of them have been touched against their will. The Queensland University of Technology has spent 18 months interviewing more than 300 men in remote and urban parts of Queensland and the Northern Territory. Researcher Mick Adams says the rates of abuse are 10 times higher than in the rest of the population. "What we found is that a lot of men had said they had either been interfered with in different sort of forms and 80 per cent of the men had not told anybody up until we did the interview," he said. Mr Adams says it is likely the sexual violence is contributing to high suicide rates among Indigenous men. He wants to see governments provide serious and long-term funding to programs that help reduce violence in Indigenous communities. He says Indigenous efforts to help curb the violence have been continually undermined by short-term or nonexistent funding. "They had an Aboriginal male policy unit, it's not there any more," he said. "They had the life-support program, that's not there any more. You look at the Federal Government, they've been cutting the enhancement funds for alcohol and rehab centres, so where does the assistance come from?" Investigation The research comes as the Northern Territory Government says it will investigate a formal report that all children in the remote community of Wadeye, in the east of Northern Territory, are at risk. Yesterday, the Australian Medical Association reported the town's 1,300 children to the Department of Family Community Services saying gang warfare in Wadeye is putting the children danger. The Family and Community Services Minister Delia Lawrie is not impressed. "It is not helpful to the children not helpful to the circumstances of a good thorough child protection investigation," she said. Ms Lawrie says the formal report will be investigated, but will say how, or when she expects an initial assessment to be completed. Funding concerns Meanwhile the Northern Territory's Local Government Association (LGANT) says family violence programs may be cut in remote Indigenous communities that are set to lose their GST exempt status. The association says it has had verbal confirmation from the tax office that 18 regional councils will lose their Public Benevolent Institution status. The status is awarded to organisations that provide welfare. Local Government Association spokeswoman Kerry Moir says the councils do provide welfare in their communities in the form of women's shelters and family violence programs. But those may have to be scrapped if the council's lose 10 per cent of their budget through GST. She says LGANT has written to the federal Under-Treasurer asking him to review the situation. "If not reverse the decision at least provide for transitional grants so that the council can find other funding from other courses, rather than just chopping them off at the knees," she said. She says the timing is poor given the Federal Government is talking about helping Indigenous communities stop violence and abuse. In other developments: A federal minister has called for more women-only refuges in remote Aboriginal communities, amid a debate over how to respond to violence and sexual abuse in some Indigenous settlements.
