No, it does not work on reload too. I have to manually select the "All"
option in the cluster in the target dashboard.
This problem remains if I swap the source and target dashboards.
Ideally, "All" is the value that should be passed to the target dashboard
and not {value1,value2,...}. One more

Yes, the variable names are exactly the same in both the dashboards.
"cluster" is the name of variable in both the dashboards. And yes, my
queries do use regexp matchers in the target dashboard.
