A pn_io_t is heavyweight in Windows, because it has an opposite usage
pattern and moves a lot of kernel stuff into user space compared to
POSIX.
The quoted documentation was my attempt to capture the Dispatch usage
pattern, which I assumed would be typical of an application trying to
spread proton
Looking at the driver and frame traces, it appears that the Windows
IOCP code is dropping an error condition on close or is just taking
longer to report the closed condition than its Linux counterpart.
I am taking a closer look and will report back.

Windows now works with ctest for 0.8. Yay!
The rc1 version of qpid-proton-0.8.tar.gz works for me (build and ctest) on:
XP32bit compile python27 cmake28 VS2010 server VM
WIN7 32bit compile python25 cmake28 vs2008 laptop
WIN8 64bit compile python27 cmake30 vs2013 server VM
