The meter is in the channel strip. It'll show up after you've checked the boxes
in the Preferences dialog. Zoom will maximize the window. Try not to show
inserts f through j and sends f through j.

In the Metering tab of the Preferences window there are a few checkboxes you'll
need to set. They're fairly obvious. Don't show too many items in the Mix
window and maximize your screen. You should see the meter working whenever gain
reduction is occurring.

I don't have much time to think of it right now but, for confirmation, you can
go to Applications>Pro Tools and hit Command-i. Navigate to the Version and you
should see that it's 12.3.
