Completely agree with your criticism about the lack of controlled vocabularies
in the actual proposal, but in someways that is a technical detail.
What I found interesting was the argument for all mandatory fields to enable
the use case that they were supporting, viz search.

requirements are generalized and very well defined for electronic
documentation. Dr. Benson doesn't specify any type of controlled
vocabulary nor even a datatype for any item except date/time.
