The (only) projects I know about that might fit this description are:

1) The SWAN/CiTO work, trying to integrate PRISM, done within the auspices of 
Tim's Scientific Discourse subgroup of the HCLS WG 
(http://esw.w3.org/HCLSIG/SWANSIOC) which David Shotton is a key participant in 
(and therefore probably not what he is referring to?);
2) ORCID, a multi-publisher initiative for a joint researcher ID that Geoff is 
also involved in (http://orcid.org/); but that is not really covered by the 
description 'a working group on library bibliographic data and the semantic 
web, with at least one of its goals to help libraries participate in the Linked 
Open Data'. 

I do think this is a very good idea, however, and am involved in 2 EU proposals 
to connect LOD initiatives to what is going on in the digital repositories 
universe. It would be good to also make this connection via the HCLS group: 
does anyone have an idea who would be good contacts from the DL community? I've 
copied David Rosenthal at Stanford Library on this discussion: David, perhaps 
you have any ideas about people to talk to who are working on LOD initiatives 
from the repositories' end?
