That's fine. Sorry, I am in Europe (between the said tracking meeting,
and the 3gpp meeting, so I only just saw the message. To save me digging
around and finding the lists, and/or finding that they don't accept emails
from non-members, could someone volunteer to forward to the list?

This is good feedback that should be shared with the WG so I would appreciate it if you or someone else at Apple would please send your comments to at least the group's member list although the public list is my preference. Can this please be done today?

Hi Art

following up to Ted's message, I think I have three concerns at this time.

1. I think there is some temptation to have WebApps take on any new API work, because of course web applications could indeed use almost anything. But that risks losing the focus of the WebApps group as the place where work that is uniquely needed, or most needed to "enable improved client-side application development on the Web" [webapps charter]. Speech is here a user-interface, input/output mechanism, not really specific to that domain.

2. Historically, the user interface to the web was a virtual keyboard/mouse, and quite wide variation in physical instantiation has been possible (and used). There is a lot of temptation to make specific provision of other input/output methods, but doing so brings two large issues when the content then ties itself to those particular input/output methods, that I don't think the W3C has really got to grips with: what happens to content portability (is the method available or usable on all platforms?), and what happens to accessibility (are there alternative modalities available for those for whom this method is inaccessible?). I raised this concern about other UI method-specific APIs under consideration, and I think it's still largely unexplored.

2. Speech is an area with IPR -- it's been an active research area for decades; we may have some. Without doing a lot more work I don't know the extent to which the proposed work would encounter IPR, but I think it would be prudent to think about that. It may be best to have the work done in a less general-purpose WG (though, as I say above, I don't think WebApps should really be seen as general-purpose), and actively seek to set a scope and a membership that minimize issues down the road.

I'm sorry this has taken a while; for me, the do-not-track meeting proved rather time-consuming.

Best wishes, I hope this helps

David, Maciej - what is Apple's position on this proposal?

I would greatly appreciate it, if you would please reply on public-webapps by January 19 or if you need a couple of days extension, please let me know.

-Thanks, Art

Glen Shires and some others at Google proposed [1] that WebApps add
Speech API to WebApps' charter and they put forward the Speech
Javascript API Specification [2] as as a starting point. Members of
Mozilla and Nuance have voiced various levels of support for this
proposal. As such, this is a Call for Consensus to add Speech API to
WebApps' charter.

Positive response to this CfC is preferred and encouraged and silence
will be considered as agreeing with the proposal. The deadline for
comments is January 19 and all comments should be sent to public-webapps
at w3.org.
