Hey EJ,
Nothing happens on consumers when a repository is published. Pulp relies on
yum/dnf to detect the changed
content. However, the pulp.repo file is updated as part of consumer bind
operations. Does this help?

When a repository sync is run, is there anything done on the consumers that are
bound to that repo? i.e. is a yum repolist or anything like that automatically
run on the consumers so that the consumers are aware of any changes in the repo?
