I mapped
pactl set-sink-volume @DEFAULT_SINK@ +10%
To shift+VolumeUpButton on my keyboard.
I can now go to where I want.
and.
The dreaded 40% max is still in place for a hapless user that gets my
keyboard and starts pressing volume buttons.

What is causing this and how can I fix it,
From my keyboard controlls Volume only goes up to 63%.
Even using the mouse to drag the volume gets stuck at 63
