This one is kind of frustrating.    The only difference between these two 
servers is that the VM template used is different.   The unfortunate thing 
is, I'm not sure what the differences are.

Both Puppet Masters were bootstrapped the same way - in an automated 
fashion.   Both are RHEL 6.4.    I can even get this to work in Vagrant on 
CentOS 6.4  / 6.5. 

However, on this one server when i run a `puppet agent -t` it gives me an 
error that I must pass in a value that lives inside my 'data' module.   
 The same version of this module is on both servers. 


So naturally I would guess that pluginsync failed.    However,  these files 
ARE in place: 

/var/opt/lib/pe-puppet/lib/hiera/backend/module_data_backend.rb 
/var/opt/lib/pe-puppet/lib/puppet/indirector/data_binding/hiera.rb


Using pe 3.3.2

What am I missing?  There must be something I'm not remembering to check to 
make sure these are working properly.
