I had this and ignored it for a long time. In the end I narrowed it down to
two of my modules. Both had file(s) in the templates/files folder that were
non utf8. Ended up moving to the files folder and charging my code on how they
got delivered.

Manual facts
* Activate required modules
* Define the group set of facts to be loaded via the automatic facts module
Automatic (using module)
* Define facts by group sets
Manual facts are set when we onboard a server and rarely touched again.
