That is because apt is still bringing in 3.3.2 of puppet-common. To install a specific version using apt you must specify versions for both puppet and puppet-common. Something like 'apt-get install puppet=3.3.1-1puppetlabs1 puppet-common=3.3.1-1puppetlabs1' should work.
