I tried  apt::ppa { 'ppa:webupd8team/java':  } , and I get

Sort of in shock, this is basic functionality, it cannot be broken, and no 
one knows about it.  It's not like Debian and Ubuntu are not popular... 

So I thought that I must be doing something wrong?  Anyone see this?  Am I 
doing something wrong?

Simple Steps to Reproduce (on Ubuntu 14.04 trusty vagrant box 
puppetlabs/ubuntu-14.04-64-nocm):

 

mkdir scratch & cd scratch

 

puppet module generate foo/oraclejava --skip-interview
puppet module install puppetlabs-stdlib
puppet module install puppetlabs-apt

cat <<-EOF > oraclejava/manifests/init.pp
class oraclejava {
  apt::ppa { 'ppa:webupd8team/java': }
}
EOF

sudo puppet apply \
  --modulepath=.:${HOME}/.puppetlabs/etc/code/modules \
  -e 'include ::oraclejava'
