Well, PyGTK is licensed under the LGPL, which explicitly says that such 
derivative works are allowed.  You aren't the first person to base a new 
language binding on PyGTK's infrastructure (the php bindings were based 
on pygtk, for example).

You might want to join the [EMAIL PROTECTED] mailing list, 
which is a low traffic list where we discus various issues that affect 
multiple gtk/gnome language bindings.
