Donald is handling the 9.0.x series. Paul just mentioned in IRC that he'll be doing the 10.x beta in 2 weeks time. Pip 9.0.2 is out, and the only change it carries is that it supports TLSv1.2 when running under system Python on macOS < 10.13. Official release notes:
