On https://docs.python.org/zh-cn/3/bugs.html we emphasis that translation bugs
should be reported at GitHub. So that's why I want the footer link same as
previous (link to translated bugs.html).

It should be https://docs.python.org/fr/3.8/bugs.html as 3.7 version.

Just checked on transifex, the Simplified Chinese translation has reached
- 100% of bugs.html
- 100% of tutorial
- 100% of library/functions (builtins)
So, let's add it to the language switcher

'zh-cn': 'Simplified Chinese'
}
And backport it to 3.7
