Distutils is now deprecated (see PEP 632) and all tagged issues are being
closed. From now until removal, only release blocking issues will be considered
for distutils.
If this issue does not relate to distutils, please remove the component and
reopen it. If
New submission from Jeff Hinrichs:
if you run
setup.py check --restructuredtext
without docutils installed, it will appear to pass
if you add the -s flag, it will error and inform you that docutils is not
installed.
So nothing is reported and return results are the same as a passing
