The link in PEP 102 is still wrong, even though the pydotorg issue has been
closed.
The problem seems to affect txt PEPs (not rst ones), and it can be fixed by
simply doing:
diff --git a/pep2html.py b/pep2html.py
--- a/pep2html.py
+++ b/pep2html.py
