[issue43100] Python fails to execute shiv pyz files greater than 2 GB

New submission from Divyanshu : Issue with shiv packages greater than 2GBs. Any shiv package(.pyz) greater than 2 GB fails to execute on python. Getting the below error with a simple shiv package that contains a main file that prints Hello World, and some random data files crossing the 2GB mark
