I am preparing to set up Windows ARM32 buildbots.
The doc page at https://devguide.python.org/buildworker/
says to send email to this alias to discuss adding a worker and to get a
workername and password.

I suspect that the socket tests are flaky no Windows ARM32 because of a lack of
resource, and I would like to test running one test at time to see if it
improves test reliability.

A new process is spawned for each test file. It reduces the risk of side
effects between 2 test files.

The monson-win32-arm32 buildbot will be down starting sometime today until
sometime Monday due to a move.
