I have added buildrequires on setuptools for these three packages.
I've orphaned python-sphinxcontrib-issuetracker as I no longer need it.
It does not appear to be used by anything in the distro and so probably
should be retired, but I figured I would do this step first to see if
anyone wants to take it over.
