I'm learning maya api and I like the idea of python to implement plugins
cause it's platform and maya version indipendent.
Not sure if I can help a lot at this stage cause I'm still learning, but for

suggest a pre-made web application called Joomla.
It requires something like 5 minute installation process , and then it's
just a matter to enter it's administrator/design mode and start adding
contents and customizing
