It should be possible to use Windows CE APIs
through ctypes to do it, but I am not sure which is the most appropriate. I
would guess either RasDial or InternetOpen, which in PythonCE would be
ctypes.cdll.coredll.RasDial() or
ctypes.cdll.wininet.InternetOpenW().
