On 10.4 the optimizer keeps choosing the wrong plan, so we need to fix this
in code with an `ignore index (page_redirect_namespace_len)` as discussed at

From what I have seen, the optimizer chooses the wrong index on all s8 hosts.
I have also tried to optimize `page` to see if refreshing stats would make
any different, but it doesn't. The optimizer is silly
