cosmetic_changes sometimes have exceptions added for specific wikis which do not want the change.

Do we want to remove any empty sections, or only stadard ones (External links, References, etc.)? Removing *any* empty section might be problematic on small wikis, where may exist some kind of consensus to keep such sections.TASK DETAILhttps://phabricator.wikimedia.org/T140570E
