From what I see in EDK2 code we read CNTFREQ_EL0:
GetPlatformTimerFreq() checks for PcdArmArchTimerFreqInHz variable which
sbsa-ref has set to 0. So it calls ArmGenericTimerGetTimerFreq() ->
