Some CSR operations have different behavior when XTheadVector is enabled. In this patch, we override the RISC-V standard implementation of these CSRs with a vendor implementation. Additionally, we attempt to use the decorator pattern to explicitly list the different behaviors between xtheadvector and the RISC-V standard.
