Functions such gdb_get_cpu_pid() dereference CPUState so
require the structure declaration from "hw/core/cpu.h":

  static uint32_t gdb_get_cpu_pid(CPUState *cpu)
  {
    ...
    return cpu->cluster_index + 1;
  }
