Use @code{%s} instead of @code{'%s'}.  Impact, using @id as example:

  +<dt><code>id</code></dt>

* POD (for manual pages):
  -=item C<'id'>
  +=item C<id>

* Formatted manual pages:
  -'id'
  +"id"

* Plain text:
  -     ''id''
  +     'id'
