Hello 
looks like your stress test " single thread CPU" is running 1/28 100% vcpu so 
on host it cannot be more than qemu other stuff and added vmachines cpu 
usage.If you wanna make a stress test that impact the host CPU load with 
many-vcpu machines you must use a multithreaded stress test.
This is just a reading/wanted result problem not a technical one (If I 
understand well your needs).
