i think after 1.7. when you do the os4geo install b sure to chose the
qgis-dev package. here [0] i've a description on how to do it, just
ignore the globe part (or actually don't and try out globe as well well :)

Thanks for your reply, and I think you are correct. I tried installing both
the OSGeo and the standalone version of Wroclaw on Windows Vista, and there
is no "customization" item in the Settings menu. In addition, there are no
configuration files as described in

I'm not certain, but I think that feature was added after 1.7, so you would
need to run a trunk build to get it.
It is not using code - there is a dialogue in which you turn gui elements off
and on, and save the settings in an .ini file.
