I've found that Map Tips do not show up if the layer is on a different projection that the project having Reprojection On the Fly activated (qgis 1.7.1 on ubuntu 10.04 LTS). Could other users try before filling a bug ticket? Thanks Agus ___

The Redmine interface lets the owner of the plugin decide who else has read/write(pull/push) to the plugin code over standard git methods (ssh key based, just like github). Read-only over http and the web interface is provided by default to the public. So basically you can grant git permissions
