Areas in vector tiles are artificially cut into pieces. If you want to
stroke the outlines of the areas you would not only get the wanted
outlines of the original feature geometries, but in addition, also the
unwanted, artificial, borders.

I'm wondering if the existing content of the apps\qgis folder is
removed before a new QGIS version is install via osgeo4w?
My suspicion is that it is not -- at least on a desktop which
previously had 2.18 installed via the qgis package and which was just
upgrade

I spent some hours polishing the changelog on Sunday and the task is huge,
I'll try to continue tonight.
Maybe also we should explicit some tips:
- Use Markdown syntax for a more readable changelog
- Even is the feature is for developers, try to write something
understandable

ok, that's clear. You are right, that feature is only for the postgreSQL
provider currently.
I didn't see any missing requirement in SQLITE v3 - the requirement for
GPKG - maybe Matthias knows more about that. We also use GDAL provider
here, so we might miss some features there and hav
