Hi Paolo,
when you are not able to enable vector arrows, the GRIB file could be
incorrectly parsed by MDAL. In the general tab, there should be metadata
section. Does it show that the dataset is vector or scalar?

expectation was that I would use this "experimental" flag for my first one
or two or three versions until I am sure it works for others as well and
until all the initial kinks of a first time plugin submission are ironed

The Virtual layers provider and the "Filter on joined fields" functionality
(that is very useful although not documented, probably 'cause was meant to
work "automagically"), have been introduced in QGIS by Hugo Mercier a couple
of years ago [1].
It seems that now they not work as expected anymore
