Currently the only possibility to perform this operation is to write a
filter expression as a string or by combining expression nodes.

The tests that I did with the method in my PR was provider agnostic but
still entailed looping over every feature to do the check. Could you
provide idea or methods that could enable this behaviour in an API friendly

until now we discouraged the inclusion of external python libraries in
python plugins. I still think this is the right, clean approach. I just
want to check with main core devs if there are strong reasons to change
the approach.

I'm on a corporate windows environment here, and trying to install a
fresh osgeo4w64 install for QGIS on a "Windows 7 enterprise" machine.
Earlier installs went fine, but today I receive (and the second time,
even after a full fresh install):
Package: msvcrt2008
msvcrt-2008.bat exit
