For a few days now, I have been trying to setup PyQt and QGIS without much
success. So I have tried to create a ui using QT designer and from there
create my python file using pyuic5:

It poses another closely related question: The `initializationCompleted`
signal is only emitted once. If the plugin is loaded together with QGIS,
this is fine. However, if it is loaded later, maybe because it is
installed by a user from within a running
