I do understand the motivation of the no, and I guess there is
a range of what is acceptable in terms of information collection and what
is what, but it is good to know where the QGIS development community stands
on this.

can't you just put a link to the plugin description directing to a simple
survey users might fill in?
This kind of data would be of much more use than mere download numbers and
it would be completely voluntary.
