As far as I know there is no such thing planned.
The plugin should still be working with 2.x versions.
Otherwise, there might be a developer willing to provide this in 3.x ?

in my plugin I successfully connected a QgsFieldComboBox with a
QgsMapLayerComboBox to let my user select a field of an already selected
vector layer.
