I just opened the ticket and for point 1 and 2 we could totally reuse some
of my code. I already told Tim that we could definitely put a plugin as a
collection and when users install that collection, we moved it to the right
plugin directory.
I believe it should be in core!

+1 for making this plugin core, and perhaps put it under the Extension menu
(just after the Install/manage extensions) ?
I would add
3) Verify that the new plugin can use scripts help files *.py.help
generated by Processing tool (I have not yet checked this)
