checked again, it works here on Debian. I noticed the issue on Win

The submenu "Line" is normal. It was always there in conjunction with
SVG fills, so you can also set a stroke around the polygons. It has been
like this for many version

Seems fine on my machine in all versions (2.8, 2.10 and master) - 64bit
Ubuntu. Are you sure you don't have an odd setting, such as map units
