I think it's related to the GDAL built in the 0.10 version for Windows. I've
just noticed the same problem with this version, whereas the linux versions
(both 0.10 and 0.11) open the file (created by ogr2ogr, not every GML of
course) with no problem. I have no possibility to test it in the 0.11
I was able to get a lakes.gml file using the procedure Jürgen suggested,
using FW Tools.
It still does not load into QGIS v.10 (Windows XP) however. The error
is the same as before-
...\lakes.gml is not a valid or recognized data source

Unfortunatelly, GML is not the one portable standard and many of applications
create completely different versions. There is no simple solution AFAIK.
However it would be great if someone could write a python plugin to provide
conversion from most important versions to OGR-compatible one :)

I too am having a bit of difficulty with a GML layer. I am pulling a
rainfall forecast from NOAA WFS service via Mapserver, and then trying
to load the resulting GML file into QGIS, but it tells me that:
"C:\images\maps\forecast.gml is not a valid or recognized data source"
