Installing the qgis-dev with the osgeo4w installer is installed the
xerces 2.7.0.1,
seem there is available even a xerces called xerces-c-vc9 that is a
3.1.1-1 version.
I try to remove the 2.7 version and install the 3.1.1 version.

I found out that this problem was caused by an inconsistency in my PostGIS
database. SRID's in the geometry columns were not matching the SRID's listed in
the geometry_columns table.
