I resolved this problem. It seems I was trying to GRANT permissions with a
superuser in phpPgAdmin. Logging in with postgres at the terminal allowed me
to GRANT access as I wanted to the tables.

I'm connecting via the Add Vector Layers dialogue. It works fine if the role
is a superuser--and the hb_conf is set up correctly.

Check the Postgres server pg_hba.conf to make sure the specified user/IP
address has access to the required db.
Also, how are you trying to connect? The normal QGIS connection dialogue does
not use the GDAL/OGR string you are defining.
It prompts for an arbitrary name, a service I leave blank
QGIS comes back with the following error if I try to connect to PostGIS:
PG:dbname='databasename' host='hostname' port='5432' user='username'

Actually, I think the Raster Grid interpolation _is_ the correct tool, although
there are other options as has been mentioned. It is also faster and more
robust than the interpolation plugin, although that may be able to produce
better results (I don't know).
