Try download from where http://plugins.qgis.org/plugins/plugins.xml and then
put the timemanager folder in your directory of python plugins.
For example in Windows, C:\Users\Nelson\.qgis\python\plugins

The swap line tool should be in the new plugin repo that QGIS is now using.
You will have to add http://plugins.qgis.org/plugins/plugins.xml to the
plugin installer to get access to the new repo.
